This document is an official offer (public offer) by Индивидуальный предприниматель Тян Владислав Батоевич to enter into an agreement for the provision of tourism services in accordance with Article 437 of the Russian Civil Code.

Complete and unconditional payment of an inquiry on gosaudia.ru or via messengers (WhatsApp, Telegram) constitutes acceptance of this offer under Article 438 of the Russian Civil Code.

1. Definitions

  • Provider — Индивидуальный предприниматель Тян Владислав Батоевич, Tax ID 032383376551.
  • Client — the individual or legal entity that has accepted this offer.
  • Tourist — the person for whom the tourism product is being formed (may coincide with the Client).
  • Tourism product — the set of services for transport, accommodation, visa support, and other services formed by the Provider for travel to Saudi Arabia.
  • Inquiry — the Client's request specifying dates, group composition, and preferences, submitted via the website form, WhatsApp, Telegram, or email.

2. Subject of the contract

The Provider shall, upon the Client's inquiry, form and deliver a tourism product, and the Client shall pay for it on the terms agreed by the parties.

The tourism product may include: a Saudi Arabia visa, flight booking, hotel accommodation, transfer, guide services, an excursion program, medical insurance, and other related services.

3. Inquiry and confirmation

An inquiry is considered accepted once confirmed by the Provider (within 5 minutes during business hours of 08:00–00:00 GMT+3). The Provider sends the Client a quote, program, and payment details.

The contract is considered concluded upon receipt of the first payment (deposit) by the Provider.

4. Price and payment

The price of the tourism product is specified in an individual quote and fixed at the time of payment. Accepted currencies: Russian ruble (RUB), US dollar (USD), euro (EUR), USDT (TRC-20/ERC-20).

Payment schedule:

  • 30% deposit — to book hotels and submit visa documents.
  • 70% balance — no later than 14 calendar days before departure.
  • For VIP Author packages, an individual payment schedule may be agreed.

5. Rights and obligations of the Provider

The Provider shall:

  • Deliver the services included in the tourism product in a timely and quality manner.
  • Provide the Client with full information about the itinerary, accommodation, and host-side requirements.
  • Assist in securing required documents (visas, insurance).
  • Provide an English- or Russian-speaking guide in Mecca and Medina.
  • Maintain the confidentiality of personal data under the privacy policy.

The Provider may:

  • Engage third parties to provide services (hotels, airlines, visa centers, insurance companies).
  • Substitute a program or hotel with one of equal or higher class where service cannot be delivered for reasons beyond the Provider's control, with notice to the Client.

6. Rights and obligations of the Client

The Client shall:

  • Provide accurate tourist data (full name as in the international passport, date of birth, passport details).
  • Pay on time under clause 4 of this agreement.
  • Observe the laws of Saudi Arabia, the rules of sacred-site visits, and guide recommendations.
  • Hold a valid international passport with at least 6 months of validity beyond the return date.
  • Be solely responsible for the state of their health and any medical contraindications to flights and travel in the Saudi Arabian climate.

7. Liability

The parties bear responsibility in accordance with current Russian law, including Federal Law No. 132-FZ of 24 November 1996 'On the Basics of Tourism Activity in the Russian Federation'.

The Provider is not liable for:

  • Visa refusals for reasons beyond the Provider's control.
  • Airline actions (flight cancellation / delay / change).
  • Acts of border and customs services.
  • Loss or damage of luggage handed over to the carrier.
  • Damage caused by the Tourist to themselves or to third parties as a result of violating the rules of stay.

8. Cancellation and refund

The Client may withdraw from the contract at any time, with reimbursement of the Provider's actually incurred costs.

Withholdings depend on the cancellation date relative to departure:

  • More than 30 days — refund of 100% less visa fees and non-refundable bookings.
  • 14 to 30 days — refund of 70%.
  • 7 to 14 days — refund of 50%.
  • Less than 7 days — refund of 20% or no refund (depending on supplier terms).

Refunds are processed via the original payment method within 10 business days of the Client's written request.

9. Force majeure

The parties are released from liability for non-performance caused by force-majeure events: natural disasters, military actions, epidemics, border closures, governmental acts, or suspension of air traffic. In such cases, the parties settle accounts on the basis of actual costs.

10. Confidentiality

Personal data is processed under the Privacy policy and Russian Federal Law No. 152-FZ. By accepting this offer, the Client consents to the processing of personal data for the purposes of contract performance.

11. Dispute resolution

All disputes are resolved through negotiation. Complaints are sent to gosaudiatravel@gmail.com and considered within 10 business days.

Failing agreement, disputes are referred to the court at the place of the Provider's registration in accordance with Russian law.

12. Term

The contract is effective from the moment the offer is accepted until the parties' obligations are fully performed. The Provider may amend the terms of this offer unilaterally by publishing a new version at gosaudia.ru/offer/. The new version takes effect upon publication and does not apply to contracts concluded earlier.
